(Abstract German)

An die Stelle der enthusiastischen Begr¸þung der Beendigung der Kolonialherrschaft muþ heute eine n¸chterne Analyse der daraus entstandenen "neuen Staaten" treten. Diese Staaten weisen eine Reihe gemeinsamer Z¸ge auf: Der Nationalismus der "neuen Staaten" hat mit der Dekolonisierung die Staatsmacht zwar "nationalisiert", aber nicht demokratisiert. Dem entspricht eine autokratische F¸hrung, die an die Stelle der Mobilisierung der Bev–lkerung eine nur die herrschenden Eliten ausnehmende Entpolitisierung setzt. Der auf –konomischen Gebiet angestrebte Entwicklungssprung hat - vor allem aufgrund der Verwendung moderner arbeitssparender Technologien - zur Schaffung von Enklaven wirtschaftlicher Prosperit”t gef¸hrt, die nur geringe Bedeutung f¸r eine breite Wirtschaftsentwicklung in den "neuen Staaten" haben.
